The biggest custom software development cost driver is never technology — it is almost always how much is still undecided. Every open question in the requirements becomes a buffer somewhere in the quote. A supplier that does not know the exceptions and edge cases will assume a pessimistic case. Spending a week on a discovery phase can cut the overall figure by far more than any rate negotiation.
Connections to other systems remain the next major multiplier. A screen that writes to your own database is easy to estimate; the same screen talking to a legacy ERP is not. Ask each bidder to price integrations separately, because this is where estimates break.
Non-functional requirements silently change the number. A tool used by a small internal team costs far less than the same idea handling public traffic. State them early or expect them priced as extras.
The team you are quoted matters a great deal.
